The Home Affordable Refinance Program (HARP) is a Federal program of the U.S. set up by the Federal Housing Finance Agency in 2009. HARP Guidelines

Mortgage must be owned or guaranteed by Freddie Mac or Fannie Mae. Your mortgage was sold to Fannie Mae or Freddie Mac on or before May 31, 2009

Your mortgage could not be refinanced under HARP previously unless it is a Fannie Mae loan refinanced under HARP from March – May, 2009. Your current loan-to-value (LTV) ratio must be >80% (even if you owe more than 2x your home's worth) You must not be past due on your current mortgage at the time of refinance with good pay history for the last 12-months
